There are 3 levels of vaccination:

  1. Unvaccinated - never received a COVID-19 FDA approved vaccine (emergency approval counts as approval).
  2. One dose partially vaccinated - first dose received but before 14 days have passed after first dose
  3. Two dose partially vaccinated - Second dose received but before 14 days have passed
  4. Fully vaccinated - Second dose received and more than 14 days have passed since second dose.

We know from the research that it takes 14 days for almost all vaccinated persons to exhibit IgG and IgB (seroprevalence - aka titer count) in their blood. You don't just magically get immuno-markers in your blood the second after vaccination. This is true of all vaccines, not just the COVID-19 vaccines.

We also know that, during human trials, they discovered that some vaccines needed 2 doses to bring the seroprevelence markers up to acceptable levels to qualify as a "minimum efficacious dose." Hence why some of the vaccines require 2 doses.

If you read this far into my comment, then you're ready for the good stuff: the group referred to in that article is #2 on the list of "4 levels of vaccination." They would count as partially vaccinated. But almost none of them would count as actually having been vaccinated if they died the same day or the day after they received their first dose because it takes about 10 days for the vaccine to start to work. I understand why the FDA does that. But they really should be more strict. 7 days is a better cutoff date for "not really vaccinated", not 14.
