Every time they try to arrest. Gather a crowd. Push back. Regulations are civil law. There is no criminal component justifying arrest.

They followed him away from the protest for the precise reason to get him alone. Don't leave the safety of the herd when wolves are circling.
Why would they give a shit about a crowd? Just more people to watch him be made an example of so that might be a reason to step things up in severity.

Though here in Europe running is not against the law. Only if you use force against an officer you break the law.
In the US, running away from a detainment is a crime. This is why the police always make the statement "stop resisting". If they have nothing else, they will charge you with resisting arrest. You can't legally address an unlawful detainment or arrest by running away from an officer. You can only address it in civil court later.
