Guns are useless when your enemy is within a certain range of you, if they can close in fast the effective range tightens, at night, with low visibility, it gets even smaller, smaller still if it's a surprise and you aren't expecting it, when focusing on one target, and another approaches from another front, that's even more of an issue.
Under certain conditions, it's better to be the guy with the rock than the one with the gun.
The driver is not going to be committing suicide, if he rams the beaters he could make it so that he's safe, but they are laid out, if we go after the car, we use trucks to do it.
Realistically it's not as simple as you'd think it'd be.
Another thing, I'm sure that I could get a mob put on a corner ready to throw down with the coppers even with the knowledge that some of em ain't gonna make it home safe, because there's more to an Englishman than his life, the lives of his children, the future of his country, the glory of his God, the feeling of pride he has in being willing to fight the hardest kind of fight and due, rather than live as a coward. All of this and more is important to him and worth dying for.
