Lowes knows how much money they will lose from shoplifting. They had the option to hire security guards. They have chosen not to.
BTW their employees are told (along with most retail employees) not to try to stop shoplifters due to the liability if the shoplifter hurts the employee.

They have security, they just also can't do anything.
This isn't just Oregon, this is happening everywhere in the US. I think it'll be interesting to see how big corp handles this, cuz they don't like losing money.
