Until there are consequences for rank and file sheep this will not stop. NPC's do not want conflict and by definition can only follow. They are programmed to follow the path of least resistance.

Use this against them. If they understand that they are more likely to face backlash and harm for 'just following orders' they will stop complying too. They must be made to fear us more than the state. After the sheep understand we can deal with the traitors.

That quote is fantastic. It is difficult to motivate people to organise and defend themselves even on the right where so many people are terrified of "glowies". In my opinion a campaign against institutions enforcing tyranny by masked unidentifiable people would be highly effective at demoralising those institutions and leaving the laws unenforceable.
