What means siphoning off? As far as I know, China makes shit, and sells it to everyone. It's not like it mostly comes from foreign aid (though they probably take that.) Also, I have my problems with China for sure, but they are industrious, and this is a good example of it. Know your enemy.

It's separate from trade or aid. China is large, with a massive populace, it racks up huge costs to build up infrastructure, not to mention- things tend to fall to bits.
