I look at this, and I ask myself "How can the elected officials of this city allow this to continue?" If they aren't cleaning up this mess, what are they doing? What are they good for? And where is the corporate news media, reporting on this? How can people just accept this as normal?

The only way to get those dope fiends and bums off the streets is to arrest them and hold them against their will in asylums or camps.
