Might be a traffic accident but this looks like NSW where certain local areas are locked down. In Victoria we've had metro border checkpoints (Comrade Dan's 'ring of steel') where people were asked to prove they were doing essential travel during lockdown. Highly unlikely to be vaccine related since vax-based discrimination hasn't taken off here just yet.
Or they might be trying to keep protesters away from the CBD?

That was last weekend where they tried to stop protestors going into the CBD (when there was no intention of there being a protest anyway) - but that road doesn't look like any of the ones that go into the CBD. It's likely to be a traffic accident.
