i agree, and situations where it would typically happen (like military) could still have the vote conducted in the same way (in person, etc.) as long as the deployment was not 5 people or something. my point was that if there was mail in voting the secret ballot for those people is already out the window, and so their name would be tied with their vote in case there was an audit.
