Only if they're fired straight up, otherwise they will still have some velocity from the shot.
If we're splitting hairs - in this speculative - your ascertion of a flatter trajectory would jdrop into the ground before it hit a bad random impact .
Let's just agree that it would certainly not feel good if a round fired into the air ended up falling onto you. It probably won't kill you, but it probably won't tickle.
That said, during one of my deployments, some savages in town were celebrating something or other, firing off AKs into the air. Two wounded, one dead. I didn't witness this firsthand, but I was told that the dead guy fired a shot at an angle, upward, at a small overhanging balcony. Bullet probably ricocheted and came back to pay the moron's neck a visit.
