You're allowed to use whatever power supply you want. It's only OEMs doing more than $2 million in sales that have to use more efficient power supplies.
It's also still bullshit that Dell claims the state 'outlawed' their computers. The state told them they have to use more efficient power supplies and Dell doesn't want to.
God forbid they do that in a $3000 pc...
