The repetitive nature suggests that's it's some sort of ground lighting reflecting on to the clouds.A building with LEDs or some sort of advertisement. LED lights are intensely bright and are very color-focused.
Thermal layers in the air can do weird shit, especially when the air has a lot of particulates. I can remember one night when we watched a light bounce back and forth on the clouds. The evening was very humid, lots of water in the air. Come to find out that the nearby town (~15 miles) had a store that had a grand opening and had rented an oscillating searchlight. It was reflecting off of something and we were seeing it even that far out.
all the rain meant for the USA is being dumped in Europe/china etc. America is having a deliberate drought.
It's raining almost every other day where I live in the SE.
