If crime just magically goes away, cops will just find other reasons to bother people. Then they'll harass people for not having a loicense to ride their bike, or something like that. That's what's happening in low-crime asian countries, and, believe me, the cops will put every ounce of effort in preventing those they harass from being armed. That's why there are no firearms in civilian hands in japan. Same is true in the relatively low-crime EU. Who do you think is responsible for enforcing all those loicensing-laws? Cops that aren't overwhelmed by criminals because the crime-rate is too low.
Having a high crime rate is a good thing.
