Federal troops are only allowed with a states permission. My guess is national guard, they could also be “federalize” with the state’s permission and the feds pick up the tab.

I think they’re national guard. Biden keeps claiming everything should be done at the local level and trying to keep the pressure and spotlight off of him. But I’m sure states using the national guard will eventually get a kickback from the feds to pay them back.
