You can be a scientist without having a degree, since many people have degrees and yet aren't scientists. So I would say that someone who actively seeks to know more is a scientist, but those are just my 2 cents.
Tyson is a scientist. He’s never written an important paper, has never done any important research, but he is in the literal sense a scientist. Just not a very remarkable one except for the fact that they put him on TV. Bill Nye the Science Gay is a complete fraud. Tyson is only half a fraud.
Degrees don't make someone a scientist. He doesn't conduct experiments on hypotheses, so he isn't one. So in the literal sense, he's not a scientist. He's a television personality.
