There's a rule for radicals like 'your power is not just what you have but what the enemy thinks you have', roughly. I think these people are closer to bumbling idiots than evil geniuses. It all comes down to money for the public idiots and power for the secret idiots. If I had to guess, they're trying to sort the rebels, sterilize the low-hanging fruit, and cause division every way they can.
