I'm ok with welfare checks on people sleeping in cars; they could be dead or OD'ed. But once you find out they are actually just sleeping and not blasted from a drug bender, LEAVE THEM ALONE.
On top of this, when someone makes a bad decision to drive after drinking and later makes the right decision to pull over and sleep it off, LEAVE THEM ALONE. Harassing, arresting, and/or fining them may or may not make them avoid driving drunk in the future, but if they do find themselves behind the wheel they definitely won't pull over next time and will risk the drive home; they now know they're getting a dui anyways if they pull over to sleep.
I got back early AM from Tijuana via trolley and laid back in my car seat. Trolley cops checked on me and praised me for not leaving till I felt more sober. Then walked away. That's how it should go.
