There's a lot of technical hurdles that need to be overcome. As it is, it is cheaper and easier to just mine and process reactor grade Uranium and burn that instead of Thorium. It's technically possible and has been shown to work, however there is a lot of chemical separation and the processes are both health hazardous and numerous.
As with all things, you have to measure the cost and the benefit. It's definitely interesting technology that could work once all the technical hurdles are overcome.
