Yes you can depending on the charter bylaws. Which is what that guy was talking about when he was yelling about Robert's rule. The bylaws in each charter will vary
Everyone yells out about "Robert's Rules" as if it's some magical spell. It is meaningless if the board isn't already governed by Robert's Rules. This board wasn't.

I'd be interested to see any bylaws that state an elected board can be elected without a general election. I suspect that if there is such a place, it's rare.
It just doesn't work that way. And you wouldn't want it to in reality. See how easily these people "abused" the supposed rule? You don't think the other side isn't going to abuse it as well? If not more? it's a bad idea in practice.
It's a great story, and I want to believe, but at the end of the day, none of it is legal.
I have a feeling Q-Tards are going to get wind of Robert's Rules, completely believe whatever they want about it. And then pull this in the U.S. Capitol. If it happens, tell me, I'll make popcorn.
