That's not Tannerite. Tannerite doesn't explode with flames. That's likely gunpowder or skmething similar.
Could just be tannerite + gasoline poured over the target.
You can clearly see that the explosive has oxidizer, otherwise there wouldn't have been enough oxygen to produce such a large flame so quickly; not even a quarter the amount of oxygen needed.
He also used an open gas can to fill the inside space with fuel vapor.

Tannerite doesn't produce fire. Here's an example, among the hundreds of others on YouTube, of 10 pounds in a fridge:
could have soaked it in gasoline and still be tannerite.
