Wow you did NOT read the article did you? The man was carrying a handgun he'd stolen, left a 7 year old boy alone in a hotel parking lot after having been in an accident in a stolen car on Hwy5 (presumably with the child in the car at the time, and no car seat obviously), tried to steal two different vehicles from the hotel parking lot, finally stole a vehicle from N. Frederick Street, drove it back to the hotel parking lot, where UNIFORMED police officers were talking to the abandoned 7 year old, and then pointed the stolen handgun at the police from inside his stolen car.

Cop shined the flashlight and gun at man though what was he supposed to do?

Surrender. The cops were plainly visible, you can see in the videos that the parking lot was brightly lit and he was looking directly at them.
