The cops were dicks. They were pulling him over for no tags. It’s a newly bought vehicle and the dealer tag is in the rear window. So he drove less than a mile to pull over in a lighted spot. They then give the guy conflicting commands and won’t even tell him why they pulled him over.
What part of "get out of the car now" is confusing or conflicting?

That’s the first few seconds, how can the guy turn the car off but keep his hands out the window. He already had his hands out when they yelled to turn off the car. They continue to give things like “keep your hands up, open the door” what’s he supposed to do? Open it with his mind?
If I’ve got a couple crazy fucks with guns yelling shit at me I’m not moving my hands either. By the time they settle on “get out of the car” they’ve proven they are crazy. I sure as fuck wouldn’t reach for a seat belt latch.
The police put out videos all time that say “if you’re not comfortable stopping you can drive a short distance and pull over in a well lit or better spot”. That’s all this guy did to provoke a Felony Traffic stop. Also, the second dick has already been fired, so even the department couldn’t defend his actions.

They say keep your hands out of the window, not keep your hands up. How do you open the door while keeping your hands outside? With the fucking handle on the outside. This guy goes on to show his refusal had nothing to do with confusion. He was flat out refusing to exit the vehicle.

What video are you watching that shows his behavior leading up to getting pepper sprayed?
They show video of the police using pepper spray but not what lead up to it. But in other clips released you see just a bit of the officers trying to get him to step out of the car and the dude holding the car door shut.
There is a longer video. The cops are talking to him at the end and talk about how he is on his way back to the army or whatever, starting deployment, showing up for training... that part wasn't clear. But he had no plates on his car. At the very end of that longer video the cops are talking to him all nice and saying how they will get him "going gown the road" and avoid trouble with the army by "brushing it under the rug" and "not letting (his) command find out". My vibe from the longer video was cops were over aggressive. At the same time they were telling him to get out of the car for a long time he woudn't comply. Kept asking them what it was about instead of complying. Nigger didn't help its situation but the cops in this one were dicks for sure.
