Go to aliexpress and search "phimosis", there's little rubber devices to stick under the foreskin to stretch it. They cost 5 bucks and resolve the problem in two weeks time.

Maybe it depends how tight it is? If it already painful I doubt you wanna stick something under it to make it even tighter. Sounds like a pretty stupid idea. If you just have some mild problems that might be a solution.
