Those weren't cops, those were just secuirty guards (they have no police powers and are essentially useless) and weekend warriors (basically civilians who play soldier whenever they're unit gets activated)

This is DC. Those were National Guard on the streets. A car gets jacked right in front of them. They were treating them like victims.
I guess that's what happened when you stand down the whole military for "black people are always the victims of White supremacy" training. Those two sheboons were just having a mostly peaceful mini-BLM protest.
"The State" has made it clear: all white people who aren't experiencing mind-crippling guilt over historical actions no one living currently had any part in, are now considered persona non grata. You will be denied assumption of innocence. You will be last in line to receive aid, if at all. You will be treated as subhuman. You and your kin will be looked at as inherently hostile. All of the problems of society will be blamed on you.
Honestly I didn't see them doing anything wrong. They were (forced into) trying to do something that is not their job. Well, they just happened to be there, and people are going to listen to people in uniform, even if it's not their jurisdiction. The guardsmen also had no idea what had happened. This was way down the street.
In fairness, all they saw was a massive car crash and two teenagers crawling our of the wreckage. Their priority was probably to administer first aid.

Every single one of those national guard troops has a current CPR certification plus first aid training at a minimum. They also have a duty to respond while in uniform. I get that they are likely bitter about the B.S. they're being put through right now to justify a stolen election. I suspect they've also been ordered not to interfere with civilian matters. This just goes to show how the Democrats managed to bring about an unprecedented police state in D.C. while simultaneously allowing crime to go unchecked.

I get guard members get basic life saving training, but for real (if anyone has taken similar training for your job) how many people you know just do it to pass and then have no clue how to actually apply it?
Not dissing people who volunteer for your country, I started out as a Nat Guard. It's just people expected the Guard to do more in that situation, but it's not something they deal with on a daily basis.
Now, the police charged them with murder, but I'm curious what the court will do. Place your bets assholes! Jail, plead lighter charge or full walk?
