Carbon-14 dating is used when there is organic material buried with or near the artifacts of question, but they can't be sure if the original builders of the monuments left the organic remains there or if a later civilization came along left their stuff laying there where they found the monuments. A lot of IFs and MAYBEs involved in dating ancient megalithic sites.

And there are signatures all over the Old Kingdom megaliths in Egypt.
