Who? The developer? Hmmm, I guess when you are a billionaire you can be a bit "weird". In my mind, it actually makes sense for rich people. Those tiny islands could be nice vacation homes for the very wealthy. Think of it. No close neighbors. You can completely own your own small island and they are putting in the infrastructure for water, waste and power. I wouldn't want to live on one of those dinky islands full time but it would be cool for a vacation home. Much cooler than say inland where the desert temps regularly top 120f. The ocean water will do a great bit of cooling and the night time would be downright pleasant. Then too, go swimming in the waterways anytime. I would love to just kayak around those tiny islands. What will be even better is if he fails to sell off many islands and they remain vacant. He also learned some valuable lessons from the first couple places he tried this and had problems with tides and erosion by ocean currents. They've fixed all that now.
