This actually works as long as the temperature is below the freezing point, but only somewhere where it doesn't snow, like an outdoor patio. You hang wet clothes, then due to the low temperature the water droplets turn to ice. Low humidity causes the clothes to not absorb any moisture in the air, as there is little to no moisture in the air due to the below freezing point. Make sure the clothes are not too dry as it will cause the clothes to break easily. Once it's dry enough, take them out, and hang them inside where the humidity is relatively high like above 50%+ (which is acceptable for indoors).
