True. The punishment has to be so harsh as to make the act akin to financial suicide. Strip the town, the police department and their local judicial system so badly they have to raise taxes so high, no one can afford to live there and the people just leave. At the end of the day, collectively, we're all guilty for allowing this shit to go on and on.
