No. Since the land basically belongs to the people, it's unethical to charge the owners to just walk on their own land. The only thing that should be charged for is to use camping facilities. Just driving in and walking around should be free. In our California state park you do only pay a fee for driving in but then they don't maintain the parking and picnic area any longer so it looks like it's been abandoned. I simply park outside and walk in without paying the fee. As for roadways, fuel tax should be used for that.
Why should I pay for a park I don't go to every time I fill up the car? That's pure socialism. The people who use the park should pay for it. That means the people going there.
