Yes I agree. Remember he was a left wing supreme court judge in the UK. This means he is part of the system and will always try to protect it. The relevant point is he says they are on dangerous ground which I take as meaning the government has over played their hand, ( or is in the midst of doing so), and will tip masses of people who are on the fence over it. Thereafter momentum will begin and they will lose control and finish up with less control than when they started.
