no actually it isnt. the person has still regular amounts of oxygen just more co2. with a mask it can cause this sort of effect moreso than hypoxia i can see.

Being fat changes how a person feels as well. They are always uncomfortable, aware of how disgusting they are, their hormones all fucked up, and usually in some sort of gastrointestinal distress. Not one of those butter golems was a decent size.
