The FBI paid that bastard millions and not just the $1 million reward money. Rense talked about it years ago and what supposedly happened was David's lawyer contacted the FBI (they hired a criminal defense lawyer...why?) and negotiations happened back and forth for the money. The sit down meeting was to hand over the info on Ted and hammer out the tax implications.
