The guy that did this is Rob the Original. Started cutting hair in San Antonio many years ago and received fame for carving portraits into hairstyles. Mainly works for Mexican cartels and a couple horse stables now. Last I heard, he gets upwards of 3k a horse by shaving elaborate pieces such as the Lord's Supper on the side of horses.
