I think it's the context overall: a mom with two children who already appears distraught when the police arrive, she is carrying what appears to be a big kitchen knife, and the calls were supposedly about her walking her kids right in the middle of the street. This is the difference between someone carrying a bigger tactical knife and someone looking like Michael Myers.
