Well, it stands out immediately that this woman was just strolling down the street with two young children, at the same time carrying a large fucking knife. Apparently there had been calls from locals that she was walking with the two children in the middle of the street and that she was probably under the influence.

I think it's the context overall: a mom with two children who already appears distraught when the police arrive, she is carrying what appears to be a big kitchen knife, and the calls were supposedly about her walking her kids right in the middle of the street. This is the difference between someone carrying a bigger tactical knife and someone looking like Michael Myers.
I always carry a knife.
