Once upon a time white people were barbarians too. In fact Romans (they were not white, but light brown people) considered Whites as barbarians. So blacks are not intelligent not because of having a low IQ, but because of centuries of exploitation, and living in the equator. Nowadays it's difficult for them to develop their countries because European countries like France, UK, Switzerland, and US (which is a North American country) meddle with their internal problems. Good leaders are assassinated, puppets are appointed as leaders. Living in the equator causes civilizations to not care of long term investments in infrastructure, because sun is always there, land is fertile, and foods are abundant. You might have seen a lot of poor, skinny african children, it's because of civil wars, and internal issues not because of Africa doesn't grow anything. Instead of helping them to solve their own problems and leave them alone, western countries make it worst. It's all because of natural resources available in Africa. I would say at this rate, it will take at least a couple of centuries for Africans to develop their countries.
