I hear what you're saying... but I think the money might be better spent on free educational 1 way holidays to Africa for Black History Month!
Addendum: Or we could have a special African community growth seeding program where US African-Americans are supported over to Africa to help develop tribes and start making changes to modernise their cities! Why bring more third world to the first world when it's so much easier to bring the first world to the third world?
Yep everyone (so not only blacks) who decide to immigrate to Africa should get a loan that they don't have to pay back, so they can start a business there.
Just you wait, 40 million now unopressed proud black people, who btw built America, Africa will be a force to be reckoned with, epsepcially when they stop giving their resources away to the chinks.
