No. Looks like he carried it out of the hive for disposal but it's a bit too large. The angle he has it on while he's on the side makes it spin. Of course just being an insect he's not good at problem solving and the movement makes him (actually her since worker bees are stunted females) think he's sort of flying or moving the trash.

The object is a clump of wax moth cocoons. Apparently the hive was abandoned, got cleaned out by wax moth larvae and a new swarm moved in. Either that or it's a moth eaten box of honey comb frames that were placed on the hive deliberately to let the bees clean it up.
