It's not hiding from the world, you can find this video on Chinese social media.
That poor woman is freaking out because the local authorities aren't telling them what's really going on besides to stay home and wait for further information.
The state media on TV isn't telling them either. Everything is censured to prevent a mass panic.
Some people are posting that people are locked home starving, which is untrue.
Food (and medicine) is still delivered to wuhan districts under curfew (those with high risk of infection) to prevent more infections.
The local authorities completely fucked up on managing that pandemic and these videos are totally normal.
No no no let's get shit straight here
China is anything but transparent about the whole corona affair, starting with its citizen. So the rest of the world yeah, that's a fucking given

But that's only a shocker to people foreign to governments habits when it comes to crisis management
That being said I wonder if it's even possible to not "completely fuckup" a crisis management when it comes to .gov
I can't recall of one instance where it didn't turn into a complete shitshow, because of politics mostly/inner baseball
Like the crisis in puerto rico. Unlike katrina, federal help wasn't a complete shit show this time... But then local authorities shitted in the punch bowl because TDS
Pfff, I mean wtf
And in china you got local authorities into total coverup mode for a while, for fear of getting blamed by central authority...
