I'm glad I read this. I was believing that USA had taken step 7 in the ten steps of genocide (reference image in article). However, USA got to Step 8 when you consider hospital protocol and transplant denials (still ongoing) as "trial massacres."
Oxford English Dictionary does not cabin the definition of massacre by location or time. Killing a large number of people, especially in a cruel way, by asphyxiation, loneliness, and preventable progression of disease certainly qualifies.
