Aren’t they still on government contracts? I thought they had guaranteed orders for 10 years or so.

Like all gov contract's there are milestones and deliverables. One of those -should- be usage/spoilage rate. As in, if not enough are actually used, the gov wont pay for the ones that are "out of date". Or at least that is what a lot of RFI/RFP's I've read have said for something like this.

Basically, If too many units go bad without being used, they don't get paid for producing and shipping them. Though, they probably have built that cost in too and are just angry they are missing out on a extra $800 million that is because of those "annoying people not taking their vax".
