That is a clever incentive program. The higher the percentage of patients that get vaccinated the more money you get per patient. It’s an exponential growth. At a flat rate per patient doctors might claim all the easily fooled patients and leave the rest. Under this program they don’t get the big pay outs unless they go after the stubborn ones, or have their assistant cold call patients to come in for a shot.
