Exactly. And that is why they won't rescind the EUA due to fraud on the part of Pfizer et al, because the pharma companies delivered exactly what the .gov wanted. They will argue this in court, and they will win on that basis.
And then order the records sealed.
Why would the pFizer Drug Administration do that?
They investigated themselves and found nothing wrong.
The color of money is strong in this agency.
To admit wrongdoing at this stage would cause catastrophe (to them: governments and the companies).
