I read Behold a Pale Horse and I think they intend for the weapon to kill people. I also think their evil plan isn't quite working out the way they intended, so they try something else. These criminals are very persistent. They've been planning this for a long time. I also think we give these criminals way too much credit for planning a complex agenda when really what you have is a compartmentalized hierarchy of control where the evil actors are given direction with latitude. When things don't work, they make reactions. It's fascinating to observe this.
