Can you please quantify "Has reason to believe?"
Can you explain who "A local health officer" is since they "may invoke the powers of police officers, sheriffs, constables" where does this power come from?
What is "risk of serious harm?" Who defines this?
"You have a right to legal counsel.." am I being arrested? What's the charge?
"The suspected communicable disease or infectious agent if known.." wait, you can arrest me if I have an unknown infectious agent? This raises a ton of other questions such as if you don't know what I have, how do you know it's infectious? And so on.

Basically, this paper is giving the impression that "authorities" can arrest and detain people for not breaking any laws and throw them in jail for 30 days. The reasons are arbitrary and up to the person playing the role of authority.

I’ve heard he was duped, who has time to read thousands of pages of a bill, it was 22 pages, the last 2 are signatures. If you’re duped by an aide or can’t bother to read a 22 page bill do you really deserve the White House? The media feigned outrage over the ban but had to read right past the forced detention and/forced vax paragraphs directly on the same page.

- Ordering an individual to be examined, tested, vaccinated, treated, isolated, or quarantined for communicable diseases that have significant morbidity or mortality and present a severe danger to public health. Individuals who are unable or unwilling to be examined, tested, vaccinated, or treated for reasons of health, religion, or conscience may be subjected to isolation or quarantine.
a. Examination, testing, vaccination, or treatment may be performed by any qualified person authorized by the State Health Officer.
b. If the individual poses a danger to the public health, the State Health Officer may subject the individual to isolation or quarantine. If there is no practical method to isolate or quarantine the individual, the State Health Officer may use any means necessary to vaccinate or treat the individual.
c. Any order of the State Health Officer given to effectuate this paragraph is shall be immediately enforceable by a law enforcement officer under s.381.0012.
11) “Public health emergency” means any occurrence, or threat thereof, whether natural or manmade, which results or may result in substantial injury or harm to the public health from infectious disease, chemical agents, nuclear agents, biological toxins, or situations involving mass casualties or natural disasters, declared as a public health emergency as declared by the State Health Officer.
Section 20. Except as otherwise expressly provided in this act, this act shall take effect July 1, 2021.
