Given the nature of DARPA, I wouldn't be surprised if they were tinkering with mRNA or other forms of like-technology decades ago; and
Given the promptness of the 'vax' rollout, subsequent availability, and ultimately its illegal requirement (only for some), this had been in the works and at the ready for some time.
I'm not a betting man, but if I had to wager, this was a trial-run as I am most certainly many here would agree.

Btw, according to some deep dive that had receipts, operation Warp sped is totally a military ran project by 60 top Military Officials. CDC/ Phizzer/ ModRNA etc are only along as 'advisors' to the Military project to help implement and facilitate production and dissemination of the vaxx.
Guaranteed they came up with this idea as a bioweapon not as a therapeutic.
