Forgiveness requires that they admit that they were wrong, and explain in their own words, in detail, why they were wrong (morally, ethically, legally and scientifically), and deliver this message to all that they had previously broadcast their wrong information to, with the same level of reach and determination. It must be front page news, full blast broadcast, with running TV specials for 2 years on how wrong they were and why. Then, they must work to reform all of the institutions that failed in such a way that a similar failure is not possible in the future (permanently removing the ability of governments, or any other body from being able to coerce any medical treatment on anyone for any reason, etc).
Only then can they even think about asking for forgiveness, and even then, they should not expect it. They will not do this, because they still think they are right, and they still think they have the right to force other people to do what they want (for the greater good).
