VAERS is merely an indicator. The fact that there are more reports than normal tells me there is something worth investigating. The end result of that investigation may reveal the truth to be different than the perception provided by the VAERS data alone, but the fact that more reports than normal exist tells me that more investigation is necessary to find out why. You can't take the raw data and use it without knowing why the data changed. That's the thing no one is ever going to look at, at least not until something catastrophic happens.
