I believe, when it was started at the beginning, it was thought to be an imperfect solution to a big problem. As time went on, we found out that the problem wasn't so big but people believed it was. The injections were used as a continuing part of the fear campaign from the government. I think even the government was surprised at how well this particular control campaign worked, and evil/smart/diabolical heads in the government took advantage of it. Right now, I think it's both a money grab from the companies making it, and a precursor to something more sinister like the Mark of the Beast.
