To some degree yeah, though the broader point is that any company that wished to could easily obey in the spirit and not the letter of the mandate. They simply aren't bothering because it's easier. The interests of any given corporation in not getting involved in handling their employees' medical status, records et al is legally compelling. They open themselves to massive amounts of legal liability by doing so and could easily run afoul of federal employment laws, which absolutely trump this mandate.
